California’s drought has gone beyond cutbacks. In some communities the water no longer flows and it being trucked in. In one county, Tulare, 5,443 people are without running water. They receive deliveries of about a half a gallon per person per day. Expanding the system throughout the state and region is probably not scalable because there’s a drought. Extreme drought means much more than simply not watering your lawn.
