Negative interest rates happen when assets are accumulating and not circulating. They were imposed by some governments in Europe in 2014. Now, Japan has done the same thing. A healthy inflation rate is about 2%. Both Europe and Japan have seen lower inflation, and deflation in some aspects of the economy. To get the economy growing again the money must flow, which is counter to the conventional wisdom of encouraging savings. One aspect of wealth inequality is the accumulation of wealth and the subsequent stagnation of wealth. Wealth inequality may not be the cause of low inflation that risks deflation, but wealth accumulation exacerbates the situation.
