Debates about how to manage technological developments frequently assume the work is being done by institutions. The technologies have advanced far enough that people are experimenting on themselves: grow a third ear and wire it for broadcasting, increase night vision with eye modifications, install a USB drive in a finger, implant monitors and batteries and whatever, just because you can. Tinkerers have always existed, and now their labs include their bodies, regardless of high-level debates.
