The poor don’t have enough money. That’s by simple definition. The complicated debate, or at least the debate that is made complicated, is whether to: give them more money, make it easier for them to make money, or use poverty as an incentive to get out of poverty? One place is testing the simplest solution because data is better than debating. Utrecht will give some of their poorest citizens extra money and see if it has a positive effect. It may just be that the poor are under-capitalized.
