Cyber warfare is like regular warfare from skirmishes to massed battles. War started with obvious opponents. Hand-to-hand combat had obvious combatants. Nations emerged and so did mercenaries and proxy conflicts. Terrorism arose and the only contact may have been with the suicide bomber. Cyber warfare is conducted with the secrecy of spy networks and the damage capacity to negate infrastructure. Finding the attackers has never been harder.
