Terrorism makes the biggest headlines, but among ten other risks to human life, it only reduces life expectancy 22 days. The greater threats are pollution (1.8 years) and smoking (1.6 years), basically two ways of directly introducing particles into lungs. In terms of improving the greatest number of lives to the greatest extent, fighting pollution and smoking may be better than fighting fighters. The fighters must be fought, but protecting and serving sometimes is better equipped with bicycles and patches. Politics runs on emotions, not reason, and terrorists emphasize the emotion of terror. Pollution and smoking continue to be supported by multi-billion dollar companies, which have incentives to decrease emotional responses. Until that changes, budgets may not change, either.
