Government policies aren’t as powerful as market forces. As gas prices climbed and climate awareness increased, people have become more likely to find other options. No one alternative rules. In about equal measure, mass transit (which is subsidized), bicycling (with some additional costs for routing), walking (which is about as low tech as possible), and telecommuting (which is quite high tech) have all risen. As a result, car commuting has stalled. The trend to watch is whether car commuting will decline, or whether it will stabilize at this level of cost and benefit.
